Well judging by the composition of the image and the overall quality i would say it has not been done in Photoshop...possibly -Paint Shop Pro -PhotoImpact -Microsoft photo editors.. Nice work by the way.. Tell me what program you se and i can give you some pointers..hopefully lol :p

lol you should see some of the people i work with.. Honestly they put me to shame...some of the top web designers in the world...thats where i get my inspiration.. By the way Caption...ill have to make you a new one soon...that one is not a reflection of my capabilities now :p
